I enclose the opinions of the Attorney General on each Ordinance, and Your Lordship will perceive from them, that whilst much Public advantage is Anticipated from the above Enactments, no legal objection is made to their enactment.

Having had much anxious labour in planning, draughting, and carrying the inclosed Ordinances, I had looked forward with pleasure to the duty of transmitting full explanations of the leading provisions of each, as I felt sanguine Your Lordship would regard them as dealing comprehensively and yet carefully with the difficulties of an extensive Subject.
4. It is however impossible that I can now enter on those explanations as fully as I would wish, for the pressure of business has deferred this communication to much longer than I expected, and I am writing this only one hour before departure of the mail. At the same time, I do not think it expedient to hold back the Ordinances, because it is my intention to...
